Principal Lobbyist, Isaac Kastama
Isaac Kastama leads Water Street Public Affairs, advising organizations and businesses active in Washington State. With more than a decade of advocacy and lobbying experience, he is recognized for his command of the legislative process, strategic approach to advancing issues, and ability to align diverse interests toward policy solutions.
Isaac played a pivotal role in shaping Washington’s landmark clean energy and climate laws, including the Clean Energy Transformation Act, Clean Fuels Standard, and Climate Commitment Act. He continues to inform implementation, help organizations navigate the state’s clean energy transition, and contribute to subnational development of carbon markets.
Beyond climate and energy, Isaac represents a range of industries, achieving successful outcomes in financial services, technology, natural resources, housing, and health care. He also brings practical campaign experience, having managed and advised competitive issue campaigns and political races.
